On Thursday, the Seoul Central District Court determined that the 2009 shelling at Yeonpyeong Island was a legitimate exercise that did not violate any international law.

“The court order was read by the NIS as a red flag for [North Korea] to launch a pre-emptive strike,” Lim said.
